LDP Health and Labor Subcommittee discusses revision of the Marijuana Control Law.

According to the Asahi Shimbun DIGITAL on September 8, the government is considering submitting to the extraordinary Diet session this fall a bill to revise the Cannabis Control Law, which includes lifting the ban on cannabis-derived medicines. The bill would allow the use of “medical marijuana” made from marijuana-derived ingredients, such as drugs to treat epilepsy, while creating a new crime for its use with penalties to prevent abuse.

The Ministry of Health, Labor and Welfare explained the details of the amendment at a LDP subcommittee meeting on April 7. The Ministry will now work out the penalties for the use offense and other details. 　The current law prohibits the cultivation and possession of marijuana and the use of medicines made from marijuana. The main ingredient in marijuana is tetrahydrocannabinol (THC), an ingredient that causes psychoactive effects such as illusions, as well as cannabidiol (CBD), an ingredient that is less harmful and has antiepileptic and anxiolytic effects. In the U.S. and other countries, it is used as a treatment for intractable epilepsy.

In 2019, the Ministry of Health, Labor, and Welfare (MHLW) indicated that cannabis-derived ingredients could be used only in clinical trials (clinical trials), and clinical trials for epilepsy drugs have begun in Japan. The law will be amended to remove cannabis ingredients that can be used in medicines from the scope of regulations, allowing them to be used once their efficacy and safety have been confirmed and they have been approved by the pharmaceutical affairs bodies.

In recognition of the usefulness of medical marijuana, the United Nations Commission on Narcotic Drugs passed a recommendation in 2008 to remove marijuana from the “particularly dangerous” category in the Single Convention on Narcotic Drugs, which regulates drugs.
